Default Blind war (BB) with Q9o in $11 rebuy

I've only been at this table for 3-4 orbits and everytime it has been folded to villain in late position he tries to steal. Onto the hand...

<font color="#CC3333">SB bets t1600</font>, Hero calls t1600.

How good/bad is this call? I have a gutshot and I think a pair could also be good, but if I get neither I fold. Should I reraise pf here as well?

I'd reraise preflop.

Once I got passive, you either have to raise on the turn, or fold. I hate calling here. You are surrendering chips if you dont hit on the river, and you do not have enough outs to do that.

if its someone who's constantly raising,does no one like calling the flop bet with the assumption that he'll often check fold the turn?

if i'm raising all the time,constantly stealing blinds,etc,and all of a sudden someone flat calls twice in a row i'm going to be worried that i'm being trapped-unless this guy is a total maniac,he'll surely think the same,and by the time the turn comes around he'll surely consider the possibility that another bet might be throwing good money after bad and check,allowing hero to take down the pot with a decent 3/4 pot bet?
this plus the possibilty of hitting something makes me think the passive play might be stronger than it looks

anyone with me on this?
