are the blinds about to go up, or anything else that would mean you are likely to outlast your opponent here?

No.

I figured that if i folded that he would be very short in the blinds and would be likely to call.

why do you assume that while you can count, and find that you run out of chips first, your opponent cannot?

I meant he would be tempted to call when in the blinds instead of out folding me.

why would he do that when he can clearly see that it is incredibly likely that by folding you run out of chips first?

I honestly do not know but they do. Possible reasons are:

1) Not paying full attention/ not willing to count etc
2) Would rather call/push and play for 1st
3) They get a big hand and cannot resist playing it.

We have to remember that not poker players play correctly.

But you are correct that if they were a decent player who undestood bubble play i would have to call here. However this guy was not this kind of player.
