I did not see this from a Perl Package Manager (ppm) listing from ActiveState perl. Will this propagate to the ppm archives?

It's no been PPM'd yet. I plan on doing it, but haven't figured it out yet. It's pure Perl, so you really only need nmake.exe to install it.

I'll be figuring out the PPM stuff this weekend, I think.

It's a complete rewrite. I started by trying to patch Bison's code and got frustrated, so I decided to build something from the ground up that is fairly easily extensible.

There's still tons of work to be done.
