Default Small flop bets

I was watching some tables and saw a number of "baby" bets on the flop. It seemed that the bettor had either junk or the nuts, as you'd probably expect. But if a baby bet is usually junk or nuts, then a moderately strong hand (made or draw) ought to just call down, losing the minimum if behind and winning the most if ahead. In NLH cash games, my approach is generally bet strong or check, but baby bets are worthless. I don't see a real purpose for them in PLO8 unless I'm missing something, but I saw a rash of them at various tables tonight (been a voyeur at high stakes Party games this week).

Do any of you good players make small bets on the flop? If so, why and under what circumstances (in general, of course)? Thanks.

I will generally make small bets in situations where i am either way ahead or way behind. ie on montone flops or QQ5 when i have AA.
