Low Limit Rebuy Tourney

What do you think my rebuy strategy should be for this tourney.....

$20+2 buy in for $500 in chips
$10 rebuy for an additional $500, and you can rebuy if you are under $1001, so you can triple your starting chips right off the bat. Rebuys for the first two levels only.

Blinds start at $25-$25, 15 minute levels.

110 Players, first place is usually a bit under $1000, and only the top 8 get paid.

Typically I have been trying to limit meself to $50-60 per tourney, inlcuding entry fee, and I usually end starting with no rebuys hoping to double or triple up early so I wont have to. Sometime this works, and I usually do ok. Other times I will end up going all in on a weaker hand hoping to get lucky, with the idea that can just rebuy if it doesn't win. With this in mind, I think I will try starting with the two rebuys from the start, so I won't feel as much pressure to gamble early.

In general there are a number of cagey players, and a lot of weak, semi-weak players.

Any thoughts on how to play this tourney?
