Default For Party Skins, who holds the money?

does party control all the funds? so if a skin calls it quits, we can still get the money back from party/igm?

Each skin gets the rake of their player. I woul imagine Party Gaming or an idependent party like PayPro controls funds.

Does that mean that if I'm playing at Eurobet and win a pot, the $3 rake is to Eurobet, but if someone on Party won the pot, the $3 is Party's?

If that is the case, I can see why this is so great for Party.

If you're playing Eurobet, a portion of the $3 rake gets kicked back to Eurobet, not all of it (and then Eurobet gives a way a slice of their slice to the player's affiliate if he has one). Obviously, Party would rather pocket 100% of the rake as they will if the player moves from Eurobet to Party (although again Party may give away some of that rake to the player's Party affiliate, if any).
