Not true - Chumash Casino north of Santa Barbara is 18+ and its a very nice place with a good poker room. Might be a drive from LA for someone under 21 but hey its a place to play -

Im not sure if San Diego is considered "so cal" but there are at least 3 indian casinos here that are 18+

Viejas, Barona, and Sycuan all have NL. I believe Sycuan would be best for NL.
