Cashouts - Neteller Debit or Check

Greetings,
I would like to make my first cashout. Apparently you must "Certify" your neteller account by registering a bank account to use the Neteller Debit Card. I prefer not to do this. Does anyone know if you can use the Debit Card w/o Cerfifying with Neteller.

If not, does anyone know how long it may take to receive a check from Neteller, Stars, or Party.

FYI, I prefer not to use a bank account for EFT withdrawals.

I considered that myself recently...but just opted for the ETF...couldn't think of a vaild reason not to.
