Ebay and/or Wal-Mart.
I'd recommend your first set to be "cheap" set of the metal insert chips (>$50 for 500). Notice I said FIRST set. Once you've played with those for a few months, you'll get the fever and will want a customized set. If your interest in poker fizzles, you won't have wasted much money.
