At the river, you probably only fold hands you beat and get called/raised by hands that beat you. Check/call. You lose less when you're behind, and may make more when a busted draw bluffs you.
On the flop, a poster much wiser than myself once said, "At this level, people call your semi-bluffs, and will pay you off when you hit anyway, so just check and draw," or words to that effect. You missed your set, you're on a straight draw and there are other draws that may beat even that. Strongly consider just checking the flop and seeing what later streets bring.
