There's a filter that blocks the TV signal if you're broadband internet only. You're getting charged that for a truck to roll and some dude to take twenty seconds with a screwdriver. Either than or you can break into the distributor for your apartment/neighborhood and try to DIY.

Go out to your cable box, see if there is a cylinder about 1.5 inches line, anywhere in that mess of wires, if there is take it off (you dont need special tools), and screw back in the cable wires. If there is no filter in your box, follow it up the line, to the poll, and unscrew it from teh 8inch by 8 inch box thats up there, where the rest of the neighboorhoods cable goes into. You should get extended basic cable (this is what I get) and you dont need a cable box or anything, just plug it straight into the tv.

I suggest that you pay the money and have them set it up. After 4 or five months, call tham and tell them that you don't want the TV service anymore. They will probably not shut it off, then you have free cable.
