Default General question, short-stacked play

I was involved in a turbo 2-table low-limit SNG tourny at PokerStars. I was at the final table at PokerStars, with about 8 other people playing. The money starts in 4 of course, and I was having to deal with this situation.

The blinds were at 100/200 and I had just about 7bbs. The chip leader was to my right, and was limping into every single pot. I also had a good feeling he would call with any 2 cards any push I made as well. How does this affect my preflop strategy? My feeling is that I'd have to wait until I had a hand with some showdown value, as I can't steal anything. Any other thoughts?

Start raising the chip leader and punish him for limping.
