I can't find a good reason to call, too many ways you are beat, especially given the turn action.

Raise turn and don't put another dime in the pot.

Small bets like this usually mean weakness, but you're hand is too vulnerable to try to sucker him into betting a worse hand for you.

Edit: Oh yeah, and raise more on flop. You can probably fold river.

If you are going to raise the flop, make a raise that offers some hand protection. You are just pricing in flush draws here.

This is a somewhat common line for a hand you are not beating. fold

I think you need to raise more on the flop, it will give you a much clearer picture of what you're dealing with if he calls. Very often, this is some sort of ridiculous bluff that bad players will do, and they'll just fold to your raise. However, given the action, the turn lead from this type of player means he as something, either a flush that he doesn't want to scare you away from, or a 5 and he's scared of the flush. Either way you're beat. I frequently find myself calling down these tiny bets to see what the hell he is doing this with.

I also like the turn raise suggestion, as you'll be able to fold on the river with much more confidence (Is that the right thinking Big Jim?).

You're definitely beat by the river.

I think there is a zero percent chance he has the best hand on the river. Fold. I would have raised to 24 on the flop and 40/48 on the turn though.

That's my thought process, anyway.
