Although eventually it will have to be addressed to prevent these catastrophes from happening in the future. Bush was quoted yesterday as saying "I don't think anybody anticipated the breach of the levees." However, in 2001 it was identified by FEMA as one of the top three likeliest major disasters to strike America.
