Take $400 Americano into Mexico. There, purchase a $25,000 vehicle. No certifiation (or anything else) required. You can also indulge yourself with a small mini-vaction when south of the border. Think about it.

For $500 - $1000, you can get a decent 1987-1990 Honda Accord. They have held up well, are not terribly slow, and probably still have 5-10 years left in them if they have been maintained well.

Other than that, you should try to buy something from an old woman. Chances are you will get a good deal, and that the car has been primarily used to drive to the grocery store once a week.

That's true and I've seen it happen that way before. There are a lot of old women who barely drive at all, and when they do drive, are super careful and drive slow. They also very often are extremely scrupulous about things like oil changes and maintenance. An old lady's car is a great way to go.

'81 Buick Riviera.

Very roomy (for you and your buds)

Very stylish (in a 70's kind of way, perfect for the back streets),

They usually have auto-leveling, if it's still working after 20 years (so that the back end doesn't drag on the ground when your 3 buds are in the back seat).

Can be had for $500 or less.
