Default Rules regarding flushes

I need some help to find out exactly how you judge a hand if two players come up with a flush. If the highest card of each player's hand is on the table is it a push or do you count the next card? For example: the board has 4 spades with king highest. two player has a spade each, one a 4 and the other a 9. Does the 9 win or is it a push? I have tried to find official rules regarding this with no luck so if any of you know where to find it I would really appreciate the help!

You go high card down, so the one with the 9 would take the pot. Consequently if there is a flush on board and no one can beat the lowest card on there, then it would be a split pot

You keep going down the ranks, if you have the AK flush and your opponent has the AQ flush, you win based on a higher kicker.

ie., an AKT65 flush is better than a AQJ65 flush

Your example is wrong. Does the board have a ten or a jack of the suit?

Basically it can only be a push there are five cards to a flush on the board and all of the players who make a flush have lower flush cards than all of the cards on the board.

If its not a push then just look to see of the players who made a flush who has the highest numbered flush card in their hand. Simple.

Umm... I'm assuming one player holds K-10s and the Q-Js... How is that wrong?
