Because they own susidiaries that do business in the US and because the Justice Department has said it could seize such assets since they regard online gambling as illegal. Ladbrokes uses software to identify the country of origin of the IP addresses of its customers to enforce this. Although many legal minds are of the opinion that the federal government couldn't actually win a prosecution regarding online poker playing, Ladbrokes just doesn't want to risk it.
