I think its a pretty clear 4-bet if you river an Ace here. The only hand that beats you is 99.

This is semantics since there's not really a rivered ace, but the OP's read on villain seems to indicate he won't show so much aggression without a monster of a hand. I can't 4-bet a river with the third nuts against this type of player unless I'm willing to fold to a 5-bet, and frankly, I'm not that good.
