Default making a player bluff less than he should

I understand the following:
We want to make a player who is bluffing more than he should to bluff more.
We want to make a player who is bluffing less than he should to bluff less.

to make a player bluff more we induce bluffs by checking, letting him bet those hands he would have thrown away if we had bet.

how do we make a player who doesn't bluff as much as he should to bluff even less?
Do we simply fold his bluff? Wouldn't this make him want to bluff even more, because he is getting away with it..
Do we raise him? Raising a player who doesn't bluff much would in my thinking require a big hand.

By tending not to play as many mediocre hands or weak draws against him as we would against a player who bluffs a lot, and therefore tending to show him the goods on showdown. That should tend to keep him at bay.

Because if he doesn't bluff enough he becomes easier to read and we can be more confident of knowing where he's at. If his tendency is to be that way, we want to try to keep him that way and as much as possible, make him even more that way.

the idea is that by playing suboptimally the player profits less. we want to encourage their suboptimal behaviour, so make chronic bluffers bluff a lot, and make weakies not bluff at all
