Default Horrible floor decision, imho

Playing 10/20 at the Borgata. 3 handed on the turn and the action goes bet, raise, reraise. While the third player is reraising player one puts out his chips to call the first raise. He did not call failing to realize there was a raise, he called out of turn. He then tries to take his chips back, however the dealer informs him that he is already commited for the ammount of the first call. He obviously isn't happy. Long story short the floor is called and lets it slide.

I think it matters here if there is action behind. If he put out the chips, and there was, then it is a call. If not, generally it is in the game's best interest to let him take it back.
