Simple. If you catch him, kick him out of the game permanently. Don't mess around.

I don't know if you're aware or not, but anyone who is stealing my money and that of my friends on a regular basis deserves to get his ass kicked 99% of the time :P

If this were in the OOT I'd say stick it in his pooper. But in this case try to introduce the rotation where left of the dealer shuffles, right of the dealer cuts (or vice versa I can never remember), use a card protector and have a rule that the deck cannot leave the table when dealing. That is the standard answer I've always seen here. If that doesn't work, make him an offer like in casino. He can keep the money and he gets the hammer or he can just walk away.

Map out a plan to break up the game early with your friend if/when cheating is observed, have your friend cancel the game and let someone else host for a month or so - "sans"-peckerhead.

...or just let everyone else in on the suspicion before they arrive and watch the angry mob handle the situation when someone spots the idiot doing something he shouldn't.

If your friend is hosting the game and is uncomfortable he really should get a spine and not invite the guy back.
