Default Steroids and Jurisdiction?

So, the senate wants to play hardball with steroid users. Okay, fine, see the other thread if you want to debate that.

However...what if a Toronto BlueJay uses steroids...What jurisdiction does the Senate have over those players? I'm sincerely curious...

It's got nothing to do with the players. The senate is mandating that the leagues institute this policy.
