Steroids and Jurisdiction?
So, the senate wants to play hardball with steroid users. Okay, fine, see the other thread if you want to debate that.
However...what if a Toronto BlueJay uses steroids...What jurisdiction does the Senate have over those players? I'm sincerely curious... Josh

The senate is mandating that the leagues institute this policy.
