I think a key part of what she said is this:

"What I'm hearing which is sort of scary is that they all want to stay in Texas. Everybody is so overwhelmed by the hospitality."

She thinks too many of these 'refugees' want to stay in Texas, God forbid (we all know everyone with any sense wants to live in Houston [img]/images/graemlins/grin.gif[/img]). This implication that these displaced people, would rather be in Texas than back in their home city of New Orleans, with their jobs, possessions, family, etc. intact is nasty.

The most important word, for me, is 'scary.' What is 'scary' about it? I think a lot of folks know what she means, it is a bit akin to her sons dropping code words during the campaign designed to send a message to the religious right. And it isn't that hard to decode [img]/images/graemlins/tongue.gif[/img]

I read a few of the posts(not all 124+) and I didn't see anyone one ask for the context in which the quote was taken. What a bunch of losers.
