Because A4o sucks against one limper, unless he regularly calls and then folds, and A4o really isn't a great hand to be bloating the pot with since you'll usually be seeing this pot 3-handed or 4-handed?

A9o is my personal cutoff for a raise here; I'd raise A7s+ as well. A4o just doesn't hit enough flops to be worth 2SB preflop.
