Default Minimum hand to raise 7 handed UTG near bubble...

Hi all,

Playing in a $55 rebuy event on stars - top 18 paid. Blinds are:
T600-T1200 w/ probably T100 ante

I have about T10,000 chips and about 16th in chip position UTG at a 7 handed table. Some stacks are very deep, some about the same as me or a little less. People are folding a lot (except a couple questionable calls w/ A8 once in a while or 44).

What is the minimum hand you would raise all-in with here given a decently tight table image?

The reason I ask is that I did it w/ 99 and got called by TT (he thought about folding forever). Is it better to just fold before running the gauntlet with a medium hand? I could have made the money by not playing a hand but probably wouldn't have had any stack to play with once there.
