Default 99 UTG at loose preflop but rather passive post flop 20/40 Full, Fold?

I've run into these games a bit. Not super passive post flop but pretty passive post flop compared to most 20/40 games so the value of hitting my set is reduced. Somehow I'm bleeding money with 99 UTG and UTG+1

I am assuming this is a full ring game?

Are you raising or calling preflop with your 99 or raising?

if you are folding 99 for one bet preflop im pretty sure you cant win unless the game is 100% sicksicksick.
