It's just a typo.
He really played 19k points for $350 (or whatever) for the October pop-up bonus. There are about 4 or 5 threads going in the zoo and in the affiliates forums of people who got a party e-mail with the exact same error.

Their store absolutely sucks, these points are useless unless you want a goofy hat or drawstring bag. PokerStars store is much better.
