The rules depend on the card room. Typically this is an illegal raise, and I would generally assume so, but it is always wise to know the rules where you're playing. If that's their rule, there's not much you can do about it. If it's a glitch in the software or something, well, that sucks.

Hmmm, I thought the rule was that if someone raised all-in, but it didn't cover the minumum bet it was still considered a re-raised pot and open for a re-raise. Have I been wrong all this time?

The pot is always open for a re-raise from anyone else. Generally it has to be a full minraise for the original bettor to re-open. In limit the rule is usually half of a bet.

for all i know, the prima sites allow this kind of re-raise, and it is quite exploitable. Make sure you know the rules, exploit it yourself and you'll reap all the benefits, and learn to spot when someone is trying to do it to you and you'll avoid all the troublesome spots.

Lets say you are first to act, small stack wedged in between you and another player. You flop a monster. As you said, bet enough so that the shortstack will go all in for like 40 cents more. If the second player calls, you can come in for a second raise. I've made goooood bucks this way.

good luck, and dont worry about it
