Default Can I call this river?

I called this one because nobody played the hand in anyway that resembled a Tx hand. Should I be regularly folding these?

For me, this is purely situational. The more LP a player, the more likely I am to fold. Also, if someone else calls two cold, then I also lean more towards folding. If you have no idea, I would probably call for information (and the fact you might still be good here), and then adjust your game later on.
