Call the turn to get to a showdown more often and cheaper.

If he checks on the river after you call the turn I think I agree with the value bet, he might pay you off with a Jack.

I would just call his small turn bet. Works out best if he has range of a 5, K, J, or nothing. This will keep pot smaller and give us the options on the river. It is also congruent with my play when I check the flop there.

After you tested him on the turn, and he passes the test, give his bet credit on the river and fold.
