Default \"Security Center\" not showing up in my windows services

Is this very bad? I cannot connect to the internet or change my windows firewall settings...

You mean control panel? Do you have XP Sp2? There's no 'service' called security center. Also are you using classic or XP view for control panels

I mean when I go to security center through the control panel it says "The Security Center is unavailible because the "Security Center" service was not started or stopped>"
if i run services.msc on my desktop Security Center does not show up, but it does on every other machine I've checked.

I'm really not sure on this one. I did a little searching too and came up blank. If you don't get any specific info on this i'd say try system restore or a repair from the XP cd.

And this computer previously has had Sp2 installed?

I'd do a system restore, and go from there. System restore should handle it though.

Do you have antivirus on there?
