Default Bluff the river?

Live $20-40.

Villain is a solid regular who can be counted for a range. My image is decent, tight and slightly cocktailing on this beautiful summer night .

Folded to me in MP and I raise TT. Villain 3 bets in LP, folded to me and I say I'll cap it. Villain says "He says he'll cap it" and calls. H/U.

Flop 9 8 xr. I bet, he calls.

Turn x. Bet, call.

River 7. I check, he stares at me a good minute and a half then bets. I know he has me beat but do I have a hair on my ass and raise because I know for sure doesn't have AA?

Is getting a fold from a better hand really possible here? I would think not......

Easy call. No reason to fold TT here on a 9 high board and no reason to think a c/r will get JJ-KK to fold.
