I had a guy do this at a table.
He lasted for about 20-30 hands or so. I also politely asked him to stop and pointed out that he wasn't hurting Party...just the players at the table who wanted to play (he was in the mode of 'F this site for rigging it against me. I'm going to stall in protest of these awful cards' or something like that). i wasn't going to bother contacting C/S about it...butI think that others have reported that C/S might just say "It's unfortunate if they are intentionally stalling. But some players need more time to make their decisions or if they have a connection issue (blah blah blah)" I would be interested to hear if you actually get Party do something about it though so give it a shot.
