Is UTG the kind of player that won't raise AK/AQ UTG? If not, what are you beating on the river that you were behind on the turn?

I don't play in this game so I don't have a lot of insight into what the flop action means (though I suspect it means a 3). Regardless, the T on the river doesn't really change anything unless you think he has specically AK or AQ -- you had top pair third kicker (two pair with the paired board) on the flop, and you still have top pair (two pair with the river card now better than your earlier two pair on the flop).

Put another way, the only hands that you were behind on the flop that you pull ahead of on the river are AK and AQ, so I don't get your river raise and call of the three-bet.
