Razz rule bet

Ok, so me and my roomates are playing razz and they claim if you pair up you MUST use the pair in your 5 card hand. I am sure that you dont have to. Who is right?

Then it would be some sort of weird game where whoever has the worst possible hand using the five cards that make the best possible hand.

hand one: <u>A2</u>A2789 makes AA229
hand two: <u>34</u>5TJQK makes KQJT5 and wins

In reality hand one is 9872A and beats the JT534 from hand two.
