top two on the flop wtih a few other people in and a low draw out there is missing the flop right? and top two with no low draw is not so bad right.

It's generally good, if you have top two and there's one or no low cards on the board. Obviously unless there's 3 to a straight or 3 to a flush, then it might not be good.
