top two on the flop wtih a few other people in and a low draw out there is missing the flop right? and top two with no low draw is not so bad right.

Not necessarily. For example, if the flop is
A[img]/images/graemlins/heart.gif[/img], K[img]/images/graemlins/club.gif[/img], 7[img]/images/graemlins/diamond.gif[/img] and you hold
A[img]/images/graemlins/diamond.gif[/img], K[img]/images/graemlins/heart.gif[/img], 3[img]/images/graemlins/diamond.gif[/img], 5[img]/images/graemlins/heart.gif[/img], you might be in good shape.

J[img]/images/graemlins/heart.gif[/img], T[img]/images/graemlins/heart.gif[/img], 9[img]/images/graemlins/heart.gif[/img], top two is not very good.

It's generally good, if you have top two and there's one or no low cards on the board. Obviously unless there's 3 to a straight or 3 to a flush, then it might not be good.
