Default Collusion question

Non-tournement holdem, if players are only colluding on their betting, but not actually flashing hole cards, am I wrong to think that this is NOT WRONG?

Colluding is colluding whether or not they know each others hole cards.

Flashing hole cards is only one of the worst possible cases of collusion. There are plenty of others including whatever betting scheme you guys used. Its cheating plain and simple.

This was a hypothetical question, I pondered this because I never have encountered it. Offhand to me, deception is part of the game and I should be prepared for it. Perhaps someone can give example where I am at disadvantage.
