You can't think very UTG limp is a monster, he could well have a low pp and is looking for a set. I think raising is much more EV+

I think this is a function of how the table is playing. If UTG is really tight there, then the fold is ok. If the players behind you are likely to fold to your raise, then a raise is very +EV. If they call raises a lot (or from you), then a fold or a call is ok. If you call, you're hoping someone has A9 and limps with you then loses a medium sized pot with an A in it. If you raise, only hands that dominate you will probably call depending on your image at the time.
