Short handed with small pairs

How do you play your small pairs PF in 6max? Come in for a raise? Call and try to see a cheap flop? I usually call with these hands in a 9 or 10 handed game and try to see a flop but, short handed I am somewhat confused as how I should play them. If it is a loose or aggressive game I would lean more towards calling with them but, if I am in position or in a tight game I'll raise with them. This the best way to play them?
