This is an easy 3-bet with the Button against an open-raise from CO-1, IMHO.

The only real reason to wait is if you think your opponent might fold immediately if you raise. Although you'll occasionally come across an opponent taking a stab with a hand like AQ or 99 here, for the most part folds are going to be quite rare. I'd just keep it simple and raise.
