Default Advice on an Odd MTT Structure

I am playing in a local private MTT. I just received the structure information and I think that I am going to play this like a freeze out with an add-on. What are your thoughts?

Entry Fee: $60.00 ($3,000 in tournament chips)

Re-buys: $10.00 ($1,000 in tournament chips, only available in the 1st hour of the tournament, when chip count is under $1,000)

Add-on: $20.00 ($2,000 in tournament chips, only available at the end of the 1st hr.)

I'd play it slightly looser than a freeze out, cuz if I busted, the rebuy is such a good value I'd have to take it, lose the minimum amount of chips, then rebuy again for about 2000 chips for 20 bucks. I'd try my best to try to double up with that original 3000, but if I couldn't, I wouldn't be in bad shape.
