Default Facing preflop 3 bet with QQ

Villain fairly new to the table (maybe one orbit) has taken down only a small pot with no show down. Min bet seemed fishy. I've not gone to show down with a hand yet and have played fairly tight.

Seat 2: ($10.15 in chips)
Seat 3: ($15.90 in chips)
Seat 6: ($2.00 in chips)
Seat 7: ($3.40 in chips)
Seat 8: VILLAIN ($25.60 in chips)
Seat 9$11.65 in chips)
Seat 10: HERO [ Q[img]/images/graemlins/diamond.gif[/img],Q[img]/images/graemlins/club.gif[/img] ] ($12.80 in chips)
Seat 6 posts big blind ($0.25).

PRE-FLOP
1 fold, VILLAIN bets $0.50, MP calls $0.50, HERO bets $2, 3 folds, VILLAIN bets $11, HERO ???

The feeling in this forum is that limp(min-raise in this case)/re-raises are almost always AA/KK.

So a fold is standard with anything less than KK without a solid read?

The fact that you are short stacked might change things (don't play short-stacked), but I would say this is AA/KK 80%+

It's tough at 25$ to lay down QQ PF. So often villain has Ax. I think the limp/rr makes it a reasonable lay down.
