With a tighty in the BB I'd consider raising PF, since the UTG player seems like a sort of guy who's predictable, and getting it HU would be really nice.

I'd suggest betting the flop. I think this works well no matter what happens. If BB raises (possibly with overs), he can drive out UTG, which will serve to protect our vulnerable made hand. If BB and UTG call, that's fine too. If BB raises and UTG calls, we can even consider making it 3 with what is likely an edge in equity.
