yes raise preflop. position is great plus you have a good hand.

flop is fine. check the turn with outs- it is doubtful you're winning this hand on the turn. any straight draw just paired their 8 or made a straight. so i probably fold the river.

i dunno but he might give up here if he is chasing overcards, so i think a bet on the turn is ok
