KQo is definitely a good hand to raise preflop.
I sometimes limp with it depending on the game.

If he's a good player, AQ would generally be a raising hand p/f. I'm thinking maybe he has a weaker Queen, say QT, maybe suited. That would explain his betting pattern on this hand.
