Villain is extremely loose/passive (64/2/.67)

I fold.

Actually I would fold against most opponents. There is a good chance that the Q, T, 8 board helped your opponent somehow.

I call. You see that the villian has a busted flush draw quite often. These loose players love betting when checked to on the river and I think you are good 1/5.5 times. Also, for 1 big bet you can get some valuble information for the future on him.
