Default Ruling question

I had posted this hand yesterday in my Vegas trip report, but I suspect it got buried so I'm posting it here again to see what people think about this ruling.

This was a 60 person tourney at Harrah's. Folded around to the small blind who goes all-in. Big blind shows the table AKo, without saying "call" or pushing his chips forward or anything. Is this considered a fold by the big blind? I had thought it was, and so did the SB, who made a move to muck his cards. Then the BB says, "What are you doing? I'm gonna call" which of course inspired a ruckus. The tourney director ruled that the guy could still call at that point if he chose to. Anyone have any insight on this?
