Borderline spewing IMO.

Why not just call his flop min-raise since he is giving you odds?

what do you do on a blank turn if you call the minraise?

I agree with yves that you should just push after the minraise for max folding equity.

is it standard to to semi-bluff a 5$ pot with your 24$ stack?

You are definitely behind on the flop. You want the best possible chance of getting a fold. Your $5 raise isn't the best way of getting it. Just push into the little guy.

Nobody ever check-raises here?
