If it were unedited, it'd be funny. But since it's not, I find it mean-spirited, and I don't think you should use it.
Adding the TV is especially egregious. These people have quite possibly lost their home, and not only are you making light of their misery, but you're going to imply they're thieves as well? Pathetic.

I am from New Orleans, my entire family is still in the area. I think it is a tragedy what happened to these poor people.
And to post this pic at a time like this..... Is F'N hillarious! You know this is how them must feel a little bit anyway. Just make sure you make a donation to the Red Cross to show that you do care and this is all in good fun!
