Default TT bottom set...awkward river

PP 200NL 6max.

Villain seems pretty passive. Only hand we have played togther: I raise in the CO with AJ, he calls on the button. Flop is 235 all spades (I have none). I bet pot he calls. River is offsuit 4. I bet half pot he calls. River is offsuit ace. Check, check and he shows 99.

In this hand, he calls quickly on the flop and turn, making me think he's calling down but the river may very well have helped him.

I'm thinking 1/3-1/2 pot, fold to a raise. Villain is passive, right? Passive villains don't raise on the river without the goods (in fact, I'm thinking most villains except extreme LAGs would bluff-raise the river). Villain could still call down with something like two pair, or even fold a 9. I don't think he's going to try bluffing a busted heart draw either, like I said earlier.

This hand is why blocking bets were invented. Bet $60-$70 and fold to a raise.
